Sat Parhar & Alberta's New Provincial Police

On July 2, 2025, Premier Danielle Smith's government announced Satpal Singh (Sat) Parhar as the first chief of Alberta's new provincial police service. This series examines how he was chosen. Court filings, corporate records and tenders we reviewed show that Parhar is president and a shareholder of ReTrain Canada. That company powers ReTrain Nigeria, which lists Huawei as a client. The records also show that Parhar was previously accused of nepotism in a lawsuit. Government records later showed that the Independent Agency Police Service Oversight Board had selected its own chairman, Parhar, for the job, and that no code of conduct addressing that conflict was in force at the time. Critics have called for resignations. Minister Mike Ellis's office said the process followed established protocols and has not answered follow-up questions. A related report covers 25 invitations issued to foreign police officers to immigrate to Alberta under a new provincial program.
